The
Frame

A filmmaker keeps releasing military video that keeps turning out to be actual military video. Vetted. Sourced. Real. In a field where that is genuinely rare, the review board wishes to be unusually clear: we believe the footage. Wing No. 13 is not about the footage. Wing No. 13 is about the adjectives — and the fact that we are down to our last few.

The Finding

Good afternoon, and welcome to the test kitchen. Today we are working with a strategic reserve — the same way a nation keeps oil underground for the year it truly needs oil. Our reserve holds adjectives. It was established when the language was young and reasonable people agreed that "unprecedented" should be spent perhaps four times per century.

The board has completed its inventory. It is not good news, and we want to say plainly that the operator in question has done more to earn the words than almost anyone in the field. He goes and gets the tape. The tape is real. Analysts with names look at it. That is a higher standard than this entire arcade usually encounters, and we have built twelve wings out of people who never got past a barbecue.

The problem is arithmetic. If the duck is extraordinary and the balloon is extraordinary and the sensor glitch is extraordinary, then the extraordinary thing — when it lands, and one day it will land — arrives to a vocabulary with nothing left in it. You cannot say "no, THIS one" in a language where every one was this one.

So the board has done what boards do. We have placed the reserve under audit, issued each visitor three (3) evidence markers, and loaded a genuine piece of thermal footage into the scrubber below. Somewhere in three hundred frames there is an object we cannot account for. It is visible for eleven frames. That is four tenths of a second, which is roughly the amount of the truth anyone ever actually gets.

Find it. Do not spend the word on a bird.

EXHIBIT A • INVENTORY // ADJ-RESERVE

The Adjective Reserve

Current holdings, as audited: "UNPRECEDENTED" — expended in 2021, in full, in a single afternoon, on footage that was admittedly pretty good. "EXTRAORDINARY" — operating at a deficit; the board is borrowing against next year. "UNLIKE ANYTHING WE HAVE EVER SEEN" — a compound instrument, over-leveraged, now technically a greeting. "VETTED" — the only holding that has appreciated, because it was true.

Untouched, sealed, full to the brim, gathering dust in the back of the vault: the word "INTERESTING." Nobody has taken a single ounce. The board formally recommends deploying it. It is load-bearing. It survived the whole century unspent because it does not oversell, and the moment you use it, everyone leans in.

EXHIBIT B • MARITIME // UNSUPERVISED

The Jellyfish

We believe it. We want that on the record before the joke. Thermal, military, released, and never convincingly explained away by anyone who has actually watched it at full resolution. The board has watched it at full resolution. The board has notes, and none of the notes are "fake."

The board's single finding is this: it is unsupervised. It goes into the water. Nobody follows it. Nobody is dispatched. There is no boat. In any other field, an unidentified object entering the ocean near a military installation generates a clipboard and a man in a windbreaker within the hour. Here it generates a file number and a long weekend. We are not saying it isn't real. We are saying somebody should have gone in after it, and we would like to know who was supposed to.

EXHIBIT C • TECHNICAL // READ THIS ONE STRAIGHT

Resolution

Thermal. Grainy. Nine pixels of something over a dark ocean. The board would like everyone in the building to understand, sincerely and without a bit attached, that real footage often looks like this.

Infrared sensors on military aircraft are not cinema cameras. They resolve heat, at distance, through atmosphere, from a moving platform, at night. Genuine, authenticated, chain-of-custody-intact military video is frequently a smear. Meanwhile the internet has trained an entire generation to treat blurriness itself as proof of fakery — which is exactly backwards, and which has caused people to laugh off real records while sharing crisp, beautiful, completely fabricated ones.

This is the least funny entry on this page, and the board is comfortable with that. Judge footage by its provenance and its metadata, not by whether it looks like a movie. Movies look like movies. Sensors look like this.

EXHIBIT D • PROCESS // CONFIRMED

The Vetting

Performed. Genuinely. By people with names.

The board wishes to note how strange it is to write that sentence in this arcade. In twelve previous wings the chain of custody has been a potato salad, a voicemail, a man who knew a man, and one (1) mantis. Here there are analysts, sourcing, and video that the government itself has subsequently confirmed is government video. That is not nothing. That is, in fact, the standard — and the reason our grievance is limited strictly to the thesaurus.
