By his own public account, the most consequential media handoff of the century happened in a parking lot, in a plain manila envelope. Not even the string-button model. We believe every word of it. The review board's only finding was against procurement — and procurement has now been reopened, with an unlimited budget, because somebody upstairs is very embarrassed.

Money Is No Object.

The board has read the account. The board accepts the account in full. A parking structure, a handoff, an envelope. Nothing about the people is in dispute here and nothing about the people is our business.

What is our business is that the vessel was a 9×12 manila envelope. Economy grade. No clasp. No string button. The board has been unable to work since it found out.

So: procurement is reopened. There is a requirements sheet. There is a catalogue with no price ceiling on it whatsoever — diplomatic pouches, armored couriers, a butler. Spend whatever you want. There is no clock. Take all day.

You will be graded twice. Once on requirements met. Then, separately, on what it cost you to meet them.

WING DOCTRINE: Nobody's honesty is on trial in this cabinet. Not one item in this catalogue is an accusation. The defendant here is a purchasing department — an entire apparatus that can put a satellite over a wristwatch and could not put four dollars of stationery around the thing it says matters most. Every product in this game is real, sold today, at roughly these prices, at a store you can walk into. That is the joke and it is also just true.
