← THE ARCADE / EXPERIENCES / THE GALACTIC FEDERATION
Doucheclosure Experiences • Wing No. 14
In 2020 a retired Israeli general — a man who ran his country's space security program for nearly thirty years — told a newspaper that humanity is already in contact with a Galactic Federation, and that the arrangement is being kept quiet because we are, as widely reported, not ready. The review board believes him completely. The accords exist. The summits happen. Our objection is procedural, and it is devastating: nobody was CC'd.
Good afternoon, and welcome back to the test kitchen. Today's dish is diplomacy, and we want to begin — as we always do — by taking the source seriously. This was not a man shouting in a parking lot. This was a career space-security professional, decorated, credentialed, retired, speaking on the record about accords between humanity and a federation of other worlds. The board accepts the claim in full. We have never once in fourteen wings found it useful to argue about whether. We argue about logistics, because logistics is where every real thing on this planet either happens or quietly doesn't.
And the logistics here are catastrophic. The broader literature — and there is a literature, shelves of it, describing treaties signed at airbases in the fifties, councils seated at nine, standing committees, working groups, ratified frameworks — describes a diplomatic apparatus of genuine sophistication. Minutes are implied. Agendas are implied. Chairs are implied, plural, arranged.
Humanity is described throughout as a founding party. Humanity has never received a calendar invite. Not one. The board has checked the spam folder every single day since 2020, and the board would like everyone to know that we have whitelisted the entire galaxy and it did not help.
Let us be precise about the grievance, because it is not the grievance people expect. We are not upset about secrecy. Secrecy is a policy position and we can argue policy. We are upset about the absence of an administrative trail. A summit produces paper. That is what a summit is — a room, a clock, and afterward, paper. Show the board a three-line agenda with a start time on it and the board will fold this arcade tomorrow and go home genuinely happy.
Instead we have accords with no attendance sheet, sessions with no minutes, and a stated reason for our exclusion — not ready — that has now stood unrevised for years while the species it describes hosted two Olympic Games, which for the record required coordinating two hundred nations, eleven thousand athletes, and a torch.
So the board did the only responsible thing. We stopped complaining and we tried to book the room. Below is the actual constraint set, as reconstructed from the literature. Six delegations. Six rules. Nine rotational periods flattened, generously, into one seven-day week and a twenty-four-hour clock that only one party in the room uses.
Exactly one slot works. The board found it. Take as many attempts as you need — the board took more than it is prepared to disclose.
EXHIBIT A • CORRESPONDENCE // NIL
Never received. Not declined, not lost, not filtered — never issued to any address that anyone has ever produced. The board has whitelisted the entire galaxy. We have added every known star system to the safe-sender list. We have disabled the aggressive filter that once ate a wedding.
Nothing arrives. Meanwhile a dentist in Ohio has our correct email, our correct phone number, and a standing six-month reminder that has never once failed to reach us. The board is not saying the Federation should be run like a dental practice. The board is saying the dental practice is winning.
EXHIBIT B • RECORDS // UNPUBLISHED
Unpublished. Not sealed. Not redacted. There is no cover sheet, no exemption code, no denial letter. There is simply no document, which is a different and much more alarming condition.
The board's position, stated once and never softened: a summit with no minutes is a lunch. A lovely lunch, possibly. Historic, in the way lunches sometimes are. But nobody governs a galaxy off a lunch, and if this has all been lunches for seventy years it would explain the total absence of outcomes with an economy the board finds uncomfortably persuasive.
EXHIBIT C • HOSPITALITY // UNKNOWN
Unknown, and frankly the board's chief concern. Nine species. Nine biologies. At minimum four incompatible atmospheres, one delegation that observes a dietary restriction based on spelling, and one that arrives on the tide. Somebody is sourcing that. Somebody is standing at a loading dock at an odd hour making it work, and that person has never been named, thanked, or reimbursed.
The board's position on hospitality is a matter of public record and was established in our first wing: you may judge any civilization entirely by how it feeds the people who came a long way. See Wing No. 1. Our view has not moved an inch since.
EXHIBIT D • RATIONALE // STANDING
The stated reason humanity was excluded. The board accepts that it was said sincerely and by someone in a position to know. The board simply notes, for the file, that in the period during which we have been too unprepared to receive an agenda, this species has hosted the Olympics twice, landed instruments on a comet, and coordinated a global vaccine rollout across every border on the map.
We are not claiming to be impressive. We are claiming to be schedulable. Those are different bars and only one of them is being applied to us.
EXHIBIT E • ROOT CAUSE // READ THIS ONE STRAIGHT
Nine species. Nine rotational periods. One shared calendar that does not exist.
This, the board suspects, is the actual reason nothing has happened. Not secrecy. Not a conspiracy of silence. Not readiness. Consider what this planet alone does to itself: two hundred jurisdictions, half of them shifting their clocks twice a year on dates they choose independently, a date format war with real casualties, and a species-wide inability to say "Tuesday at nine" without three follow-up emails.
Now add a delegation whose day is thirty-one hours long. Add one that measures time against a tide. Add one that experiences the meeting slightly before you propose it. The board has run the arithmetic and finds it entirely plausible that the accords are real, everyone means well, and the calendar invite has been in the drafting stage since 1954. Nobody is hiding anything. Everybody is waiting on a doodle poll.
